Monitoring

In order to observe and analyse the progress and impact of its projects, SECO monitors them using project-specific and standardised indicators

A project’s results chain, also known as the theory of change, serves as the basis for monitoring. Implementation partners define the theory of change in consultation with SECO prior to the project’s implementation, usually in the form of a results matrix referred to as a «Logframe».

During the project, the supervisors systematically collect information based on the results matrix. To do so, they measure indicators such as the number of jobs created or the number of companies that have obtained new loans. Measuring impact at regular intervals reveals if a project has fulfilled its objectives and how its results are contributing to the goals of the international cooperation strategy. Since 2012, SECO has been employing standard indicators to measure the effectiveness of the international cooperation strategy.

Project supervisors compile reports on project progress and discuss this progress regularly. The reports are also used for the review of independent evaluations and for accountability
