Cooperation with the Swiss Private Sector to Support Ukraine's Reconstruction

The population of Ukraine should benefit from the expertise and innovative, high-quality products from Switzerland. To support this, Switzerland has developed measures to increase the involvement of the Swiss private sector.

Switzerland aims to help rebuild Ukraine by leveraging Swiss expertise and innovative, high-quality products. Reconstruction efforts focus on the following key sectors:

• Energy infrastructure and energy efficiency
• Water treatment and water infrastructure
• Transport infrastructure
• Civil buildings

Swiss Involvement in Ukraine's Reconstruction and Recovery

In summer 2024, the Swiss Government introduced measures to enhance the involvement of Swiss businesses. During the initial phase, the Switzerland will cooperate exclusively with Swiss companies already established in Ukraine.

How Can Swiss Companies Participate in Switzerland's Reconstruction and Recovery Efforts?

• Scenario 1: Swiss companies with a branch in Ukraine

  Swiss companies already operating in Ukraine can participate in the following ways:

  • Individual Projects
    Switzerland funds specific projects addressing Ukraine's identified needs. These initiatives create tangible benefits for Ukrainian society, such as veteran reintegration programs. Interested companies can submit their ideas during the Call for Proposals.
  • Project Preparation Studies
    Switzerland funds studies to prepare projects in key sectors, integrating Swiss expertise (e.g., engineering or planning) into Ukrainian infrastructure initiatives through feasibility studies.

  • Financing of project preparation studies

• Scenario 2: Swiss companies without a branch in Ukraine

  Swiss companies without a presence in Ukraine can access various support and consultation services:

  • Swiss Export Risk Insurance (SERV)
    SERV protects exporters from economic and political risks. Applications are reviewed case by case.
  • Switzerland Global Enterprise (S-GE)
    S-GE advises companies on entering the Ukrainian market, helps identify business partners, and provides general market information.

Additional Participation Opportunities

The Swiss Government is working on creating a legal framework to enable companies without a Ukrainian branch to participate in broader reconstruction and recovery efforts. Updates will be provided in due course.

Meanwhile, Swiss companies can:

• Engage in reconstruction through individual projects (see Scenario 1).
• Build networks in Ukraine to prepare for future opportunities.

The 6 Measures for Cooperation with the Swiss Private Sector

Switzerland has introduced six measures to support the reconstruction of Ukraine and foster a sustainable, resilient economy in partnership with the Swiss private sector. These initiatives complement existing Swiss international cooperation efforts in Ukraine.

• Measure 1: Financing of Project Preparation Studies

  Switzerland funds project preparation studies in selected sectors to incorporate Swiss expertise (e.g., engineering and planning) into Ukrainian infrastructure projects through feasibility studies.

• Measure 2: Financial Aid in Specific Sectors

  Switzerland provides financial aid for projects in certain sectors. To ensure a transparent and competitive process, SECO is launching a Call for Proposals for Swiss companies registered in Ukraine.

• Measure 3: Extension of the GIP Mandate

  This measure is intended to improve Swiss industry’s access to donor-funded infrastructure projects in Ukraine.

• Measure 4: Strengthening Bilateral Economic Relations

  Switzerland leverages bilateral platforms with Ukraine to:

  • Deepen economic ties between Switzerland and Ukraine.
  • Encourage Swiss private sector participation in Ukraine’s reconstruction and recovery.

• Measure 5: Strengthening Risk-Bearing Capacity by SERV

  Swiss Export Risk Insurance (SERV) will expand its coverage of export transactions to Ukraine, reducing economic and political risks for Swiss exporters.

• Measure 6: De-Risking Investments in Ukraine

  Switzerland, in collaboration with international partners, will assume part of the risk associated with Swiss private sector investments in Ukraine. This initiative aims to encourage businesses to invest in the region.
