Swiss engagement in Ukraine

Switzerland is providing CHF 1.5 billion to support reconstruction, reforms and sustainable development in Ukraine. These are the objectives of the Ukraine country programme for 2025-2028. The Swiss private sector plays an important role in its implementation.

Switzerland has been supporting Ukraine since the 1990s. Since 2014, and particularly since 2022, it has intensified and expanded its commitment. With the 2025-2028 country programme, Switzerland is now launching a twelve-year support process. During this period, it plans to provide CHF 5 billion for Ukraine's recovery. The 2025-2028 country programme includes CHF 1.5 billion from international cooperation funds. This will be used to support:

  • the protection of the civilian population,
  • economic recovery and reconstruction,
  • public services in the areas of health, energy supply, public transport and education.

The challenges of reconstruction go beyond established international cooperation. For this reason, around CHF 500 million has been set aside for measures to integrate the Swiss private sector more closely into the reconstruction process. Swiss companies can provide expertise and high-quality products from which Ukraine can benefit.

The Swiss Delegate for Ukraine, Ambassador Jacques Gerber, is responsible for the implementation of the country programme. He is supported by the Swiss Agency for Development and Cooperation, the Peace and Human Rights Division of the Federal Department of Foreign Affairs (FDFA) and SECO of the Federal Department of Economic Affairs, Education and Research (EAER).
