ODA 2025: 3.8 billion Swiss francs or 0.46 percent
Official development assistance (ODA) saw an unprecedented decline worldwide in 2025. Switzerland remains a significant donor country: Swiss ODA amounted to CHF 3.8 billion, or 0.46% of gross national income (GNI). This figure fell by around 7% compared to the previous year, mainly due to lower asylum-related costs.
The decline in ODA in 2025 reflects the reduction in asylum-related costs (–156 million Swiss francs), as well as the overall decrease in ODA of 261 million Swiss francs. Asylum-related costs amounted to 856 million Swiss francs, falling below one billion francs for the first time since 2022. In international comparison, Switzerland moved up two places compared to 2024, ranking seventh in 2025.
Parliament decided to apply budget cuts of CHF 110 million to international cooperation in 2025.
Calculating ODA and cross-country comparison
ODA is calculated on the basis of the directives issued by the OECD Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD). This allows a statistical comparison of the international commitments of the 31 DAC member states, based on the share of GNI each country spends on ODA.
