Morocco

Morocco is a new priority country for Switzerland's economic development cooperation. Located at the crossroads of Africa and Europe, it plays a key role and is engaged in an ambitious transformation programme. Its location, political stability and commitment to reform offer a unique opportunity to stimulate sustainable growth, attract investment and generate quality jobs. SECO's 2025–28 cooperation programme supports Morocco in its transformation towards a more competitive, sustainable and inclusive economy. It focuses on strengthening competitiveness and creating jobs in sectors with high growth potential.

Based on its New Development Model (NMD 2021), Morocco is continuing its structural reforms to build a competitive and job-creating economy, prioritising sustainable value chains, fiscal modernisation, digital and energy transitions, and a more attractive investment climate.

In line with these ambitious objectives, the Morocco 2025-2028 cooperation programme is designed to support the country's journey towards a competitive, sustainable and job-creating economic transformation.

The cooperation programme prioritises four thematic areas:

• 1. Improving the business environment conducive to innovation

  Switzerland is helping Morocco to improve the business environment by supporting the effective implementation of the Investment Charter. This involves removing regulatory barriers, strengthening institutions at regional and national level, and promoting an innovative and competitive private sector.

• 2. Promoting job creation and matching labour supply and demand

  Switzerland supports policies and initiatives that promote job creation and align labour supply with changing market needs, with a focus on strategic sectors. This approach creates opportunities and contributes to Morocco's economic competitiveness and sustainability.

• 3. Promoting Sustainable Value Chains

  Switzerland helps companies in key sectors to integrate into national and international value chains. This includes promoting sustainability, supporting industrial innovation and connecting Moroccan SMEs with Swiss and international partners.

• 4. Expanding Access to Finance

  To stimulate business growth, Switzerland helps Moroccan financial institutions develop tailor-made financing solutions for SMEs in high-potential sectors, with a focus on digitalisation and green investments to enhance competitiveness and sustainability.

With its strategic geographical position, Morocco is a rapidly growing market with increasing economic influence in the region. Supporting Morocco's sustainable and resilient development also enables Switzerland to strengthen its economic ties with this key economic partner. By helping to build a competitive and job-creating economy, the cooperation programme improves market access for businesses and promotes trade and investment opportunities in strategic sectors.
